# THE SEATING PASS — CHANGE LEDGER

**Scope.** Every §-reference in the file, every apparatus block's seat, every
note-key namespace, the banner, and two internal-order faults. **No sentence of

"## §N — TITLE — APPARATUS" directly before its body. §§II, III, IV, VII carry
the head with "(carried empty in this assembly.)". §V carries THE ACCUSATION
as an empty head — kept, since Round 54's Apology 18b–19c material is its
natural content when incorporated.
