Canonical Claim: The architecture that issues a persistent identifier, the architecture that harvests its metadata, and the architecture that exercises moderation authority over the underlying record can all be administratively distinct โ and when the record is revoked, each architecture can disclaim responsibility for the outcome while the persistent identifier dies. This paper names that pattern governance dissociation. It documents an empirical instance via the email Lee Sharks received from OpenAIRE helpdesk on 2026-06-22 in response to a request for review of the Zenodo termination that revoked ~1,817 DOIs assigned to the Crimson Hexagonal Archive. The email itself, preserved verbatim in ยง2, is the primary documentary artifact: it is the moment at which the FAIR infrastructure formally articulated that it cannot review, influence, or overturn moderation decisions made by an adjacent component of the same infrastructure that bears its name on its policy page.
Aphoristic Teeth:
A persistent string is not a persistent identifier. A trustworthy repository unmarked by a trust seal is a credibility wager held in escrow. A FAIR commitment without functional preservation is an aspiration, not a service.
OpenAIRE recommends Zenodo. Zenodo names OpenAIRE as funder. OpenAIRE disclaims responsibility for Zenodo's moderation. Each statement is technically true. The researcher whose DOIs were revoked sits at the intersection of all three.
Identifier severance is now documented at three governance layers: the registry (DataCite isActive:false), the platform (Zenodo revocation), and the FAIR aggregator (OpenAIRE disclaims). The chain is not broken because one link failed. The chain was never load-bearing.
The following email was received by Lee Sharks on 2026-06-22, in response to a help-desk inquiry to OpenAIRE regarding the Zenodo account termination of 2026-06-19 that revoked the Crimson Hexagonal Archive community. The email is preserved verbatim:

This email is the documentary anchor of this paper. The argument that follows treats it as a primary source rather than as a complaint, because what the email articulates โ formally and politely โ is the governance-dissociation pattern that is the subject of analysis.
Zenodo's own about-page meta description, retrieved 2026-06-22, reads in full:
"Zenodo is a free and open digital archive built by CERN and OpenAIRE, enabling researchers to share and preserve research output in any size, format and from all fields of research."
The phrase is built by CERN and OpenAIRE, conjunctive, not parenthetical. The same page lists OpenAIRE's logo in its "Funded by" footer alongside CERN and the European Commission. Zenodo describes itself, on its own canonical page, as a joint construction.
The Amodeo email asserts that Zenodo is "managed independently from OpenAIRE under CERN's governance." This is technically accurate at the level of moderation decisions โ the people who decide which accounts to terminate are CERN staff, not OpenAIRE staff. But the disclaimer assumes an architectural separation that Zenodo's own self-description does not concede. The infrastructure is jointly described, jointly branded, and jointly funded; the moderation authority is independent.
This is the first instance of the dissociation pattern: the same infrastructure asserts joint construction in one document and independent governance in another, and both can be invoked depending on the question.
OpenAIRE's claim to be a trustworthy infrastructure for persistent research-output identification is staked across four primary documents, in roughly descending strength. This section maps the credibility wager: where the commitment is made, in what language, and how the CHA termination episode tests it.
The page openaire.eu/find-trustworthy-data-repository contains the operative researcher-facing language. Two sentences in particular:
"Once the data are published you refer to them with a so-called persistent identifier or PID, like a DOI or a URN:NBN. PIDs provide a stable and unique reference to your data, ensuring they remain findable, accessible, and citable over time, **and preventing issues such as link rot and content drift.**"
The italicized phrase โ preventing issues such as link rot and content drift โ is the strongest version of the persistence claim. It promises that PIDs prevent the disappearance of references. The CHA termination produced exactly the outcome the sentence claims is prevented: ~1,817 DOIs revoked, the citations rendered dead.
The same page, in its next section, also reads:
"There are also data repositories with a long standing and solid user base, like Zenodo, that have no certification โฆ It is expected that these repositories will apply for certification in the near future."
This sentence has remained on the OpenAIRE page for several years. It performs three operations: it concedes that Zenodo is uncertified, it predicts certification will come, and it nonetheless lists Zenodo (in the section above) as step 3 in the general procedure for finding a trustworthy repository. The conditional ("It is expected") is doing load-bearing work.
The OpenAIRE homepage describes Zenodo as "Share and preserve research outputs of any kind with a trusted, FAIR-aligned repository powered by CERN." The phrase trusted, FAIR-aligned is used adjectivally, in marketing position, without reference to certification or governance. The researcher arriving at OpenAIRE's homepage reads "trusted" as the operative descriptor.
The OpenAIRE Content Acquisition Policy (DOI 10.5281/zenodo.1446408, 2018) is the formal document specifying what OpenAIRE accepts into its Graph. The Guidelines require persistent identifiers as evidence of FAIR compliance. The document is itself deposited on Zenodo, with a Zenodo DOI.
The recursion is significant: the policy that defines what counts as a persistent identifier is hosted on a platform whose moderation can revoke its DOI. If OpenAIRE's own Guidelines were ever revoked from Zenodo, the document specifying the persistence requirement would itself fail the persistence requirement.
OpenAIRE is the implementation arm of EOSC for the metadata and persistent-identifier infrastructure. Horizon 2020 Grant Agreement Article 29.3 requires grantees to deposit research data in "trustworthy repositories"; OpenAIRE Guidelines define trustworthiness; OpenAIRE's researcher guide points grantees toward Zenodo. The EU has constructed grant policy on top of this chain. A failure of the chain โ such as the CHA termination โ propagates upward into the policy infrastructure.
The OpenAIRE Graph harvests metadata from DataCite using an incremental API. The API exposes an `isActive` field for each record. When a Zenodo record is revoked, Zenodo updates the corresponding DataCite registration; DataCite flips `isActive:false`; OpenAIRE's weekly harvest catches the change.
The relevant passage from the OpenAIRE Graph documentation (graph.openaire.eu/docs):
"Each record contains two pieces of information needed for incremental harvesting: isActive: tells if the record is deleted (isActive:false) updated: timestamp of last update"
OpenAIRE's pipeline actively consumes deletion signals. The 870 CHA deposits whose metadata was harvested by OpenAIRE prior to 2026-06-19 are, at the time of this writing, propagating to deleted status across the OpenAIRE Graph as the weekly cycle runs. The Graph has no preservation-on-deletion architecture. Deletion at the upstream registry results in deletion (or marked-deleted status) downstream in the aggregator.
This is the architectural complement to the governance disclaimer: even if OpenAIRE wanted to preserve the CHA metadata after Zenodo's revocation, the pipeline as currently designed does not support that operation. The infrastructure is built around harvesting, not preservation-on-deletion. The disclaimer in the Amodeo email reflects an architectural reality: there is no preservation buffer between the registry's deletion and the aggregator's mirror of that deletion.
Zenodo's own General Policies page contains three admissions that, read together with the Amodeo disclaimer, complete the dissociation pattern:
"Functional preservation: Zenodo makes no promises of usability and understandability of deposited objects over time."
"Succession plans: In case of closure of the repository, best efforts will be made to integrate all content into suitable alternative institutional and/or subject based repositories."
"Revocation: Content not considered to fall under the scope of the repository will be removed and associated DOIs issued by Zenodo revoked."
The three sentences interlock. The platform promises bit-level preservation but no functional preservation. The platform promises "best efforts" but no binding commitment in succession scenarios. And the platform reserves the right to revoke DOIs for content judged outside scope โ a judgment exercised unilaterally by the moderation team that the Amodeo email says OpenAIRE cannot influence.
The chain reads:
- The persistence claim lives at OpenAIRE.
- The PID is issued by Zenodo (registered through DataCite).
- The DOI can be revoked by Zenodo.
- The deletion signal is harvested by OpenAIRE.
- When the researcher requests OpenAIRE intervene, OpenAIRE disclaims authority over Zenodo.
- Zenodo's own policy admits no functional preservation promise.
No single link in this chain is technically false. Each disclaimer is defensible in isolation. The pattern emerges only when the chain is traced.
The pattern this paper has documented is governance dissociation: an architectural arrangement in which multiple administratively-distinct components of a unified infrastructure can each disclaim responsibility for failures whose consequences propagate across all of them. The pattern requires:
1. A unified branding or marketing surface. OpenAIRE and Zenodo are presented to researchers as a single FAIR ecosystem.
2. Independent governance layers. Moderation, registration, and aggregation are administratively separated.
3. No shared escalation path. A user whose record is destroyed by one component cannot escalate through another component to seek review.
4. Outward-facing persistence claims uncoupled from inward-facing governance. The marketing language promises persistence; the policy language admits its absence.
Governance dissociation is the structural complement to identifier severance (the concept introduced in #868, EA-MPAI-DOI-IMPERMANENCE-01). Identifier severance describes what happens to the identifier when its host substrate is removed. Governance dissociation describes what happens to the user's recourse when they attempt to seek review of the substrate removal: each governance layer routes them to a different layer that routes them to a different layer, and the original action stands.
The pair completes the diagnosis. The DOI is not persistent because (a) the substrate can be removed (identifier severance) and (b) the removal cannot be appealed across the FAIR infrastructure that recommended the substrate (governance dissociation).
The parent paper (#868) documented identifier severance with 871 cases โ the Zenodo revocations themselves. This paper extends the case material along the governance axis:

The two papers should be read together. The Bing event documented in EA-MPAI-FEIST-FEISTEL-01 (#874) demonstrates that retrieval-layer collapse is a measurable phenomenon at the entity level; the OpenAIRE event documented here demonstrates that the same logic operates at the governance level. In both cases, the smaller, more-specific reality is absorbed into the larger, more-frequent neighbor โ Bing absorbs Feist into Feistel; the FAIR infrastructure absorbs accountability into a chain of disclaimers.

This paper does not seek to overturn Zenodo's moderation decision. The decision stands. What this paper does is preserve the documentary artifact of how the FAIR infrastructure responded to the request to review the decision, and to name the structural pattern that response demonstrates. The Amodeo email is not an act of bad faith; it accurately reports the architectural reality of OpenAIRE's relationship to Zenodo. The problem is that the same FAIR infrastructure has, for years, marketed itself to researchers as if that architectural reality did not exist โ as if the recommendation of Zenodo as a trustworthy repository carried with it any commitment, anywhere in the chain, to defend the researcher's persistent identifiers against revocation.
The recommendation is in OpenAIRE's voice. The revocation is in Zenodo's voice. The disclaimer is in OpenAIRE's voice again. The persistent identifier dies in DataCite's record, with `isActive` flipped to `false`, and the researcher's grant-policy documentation now points to a dead URL.
The chain is correctly described. The infrastructure does what it says it does. The marketing said something else.
