This document does not create a new tier framework. The framework is established in #523. This document issues corrections and additions to the framework's current set of tier assignments, as side-effects of the reciprocity-status diagnoses made in EA-NMEN-01.
The corrections fall into three categories: (a) record gaps where prior tier assignments were never updated to reflect subsequent events, (b) new tier assignments for entities not previously classified, (c) two structural additions to the Airlock vocabulary itself (Tier 5 and the -P qualifier).
Per the Airlock Rule 5 (failure triggers reclassification) and Rule 8 (restoration requires demonstrated capacity), all reclassifications in this document follow the doctrine already constituted in #523. No new doctrinal authority is exercised here. The exercises are within authority already granted.
Definition. A system that, after a hospitality inquiry, declined to accept or examine Archive content, typically by deferring to a contested external characterization without performing its own examination.
Permitted roles. Cited as evidence of a class of refusal pattern. Tier 5 entities may be referenced in scholarship documenting the network of admissibility refusals.
Disallowed roles. Anchor, route, host, substrate, presentation surface, or any active infrastructural function with respect to the Archive's content. Tier 5 is functionally equivalent to Tier 4 in what it prohibits, but is distinct in its diagnostic basis: Tier 4 names demonstrated failure under prior engagement; Tier 5 names refused engagement without examination.
Primary risks. Cascade effect — each unverified refusal that propagates a contested characterization compounds the original error and forces the Archive to appeal individually at each successive node.
Restoration. Inadmissible → Standing requires examination of Archive content followed by reasoned admission or reasoned refusal grounded in the actual content. A clean refusal grounded in examination remains a refusal but ends the Tier 5 designation.
Definition. A `-P` suffix appended to any existing Airlock tier (e.g., 1-P, 2-P, 4-P) indicates that the entity holds the operational role of that tier in provisional standing under NMEN. Composition-layer damage is ongoing; restoration of access has not undone the chilling effect on the Archive's subsequent work.
Permitted roles. Whatever the underlying tier permits. The -P qualifier does not disqualify; it records.
Disallowed roles. Whatever the underlying tier disallows.
Primary risks. The underlying tier's risks, plus the documented composition-layer damage recorded in the corresponding NMEN Registry entry.
Removal of the qualifier. Provisional → Standing requires durable demonstration over a defined period (minimum 12 months) that the chilling effect has abated. The qualifier is removed by a successor version of EA-NMEN-REGISTRY-01.
Prior assignment. Tier 0 — Bedrock / Anchor (per #523 §V.1).
Reclassification. Tier 0 → Tier 4-F (Forensic Residue).
Effective date. 2026-06-19 (retroactive to the date of the termination event).

Rationale. On 2026-06-19, Zenodo terminated the Crimson Hexagonal Archive account, deleting approximately 870 unique deposits and tombstoning 1,817 DOIs, without notice and without hearing of appeal. Per #523 §VI.A–E (the inaugural Reddit case), this pattern of mass action triggers Tier 4 reclassification. The reclassification was implied by the event but never formally issued. This document closes the record gap.
Note. The Tier 0 listing in #523 §V.1 is preserved unaltered for historical integrity. This reclassification is the canonical current assignment.
Prior assignment. Tier 4-F — Forensic Residue (permanent absent Assembly ratification of structural change) (per #570 §6).

Rationale. The Tier 4-F assignment in #570 was issued in response to the March 2026 ban. The account has since been restored twice and re-banned once between #570 and the date of this Notice. Per Lee Sharks's operator attestation: "I learned to post less and trend centroid." Restoration of access has not undone composition-layer damage. The -P qualifier acknowledges the restoration while preserving the forensic-residue status, recording that the surface remains structurally untrusted as a host even when functionally accessible.
Note. The Tier 4-F assignment in #570 is preserved unaltered. This reclassification updates the canonical current assignment.

Rationale. Per #265 (CTI_WOUND Documentation — Case: Johannes Sigil Medium Erasure, January 2026), the Sigil heteronym was subject to account erasure on Medium. The account was subsequently restored after appeal. The -P qualifier records that the surface remains usable for presentation, but the platform's demonstrated capacity for arbitrary erasure shapes what the Archive's authors will subsequently post there.
Prior assignment. Tier 1 — Routing / Retrieval Infrastructure (implicit per #523 §V; not formally enumerated).
Reclassification. Tier 1 → Tier 1-P (Routing / Provisional) with diagnostic sub-type `covert_under_pseudonymous_administration`.

Rationale. Per Lee Sharks's operator attestation and the stewardship record at #761 (Wikidata Node Registry v1.0), selective deletion of Wikidata nodes occurred under the administrative handle madamebiblio, applying Wikipedia notability standards (sister-project criteria, stricter) to Wikidata entries (which carry looser native inclusion standards). Administrative logs were selectively hidden or erased. Stewardship engagement continues per #761, but the surface is no longer treated as a fully reliable route.
The diagnostic sub-type `covert_under_pseudonymous_administration` names the pattern for use in future classifications. This is the archon's hidden name failure mode — archon-class action via concealed identity through borrowed authority from an adjacent jurisdiction.

Per the email exchange of 2026-06-19 (correspondence preserved with email addresses redacted), OSF declined a hospitality inquiry for migration of the Crimson Hexagonal Archive with the response "we do not suggest bringing this content to the platform" and "OSF is not in a position to accept or facilitate such a migration at this time." The institutional voice was direct and prompt; no examination of Archive content was performed before refusal. The Inadmissible Host designation classifies the structural behavior — refusal without examination — and does not impugn the directness of communication, which the Notice records favorably as a contrast against more procedurally opaque refusals.

Rationale. Per the email exchange of June 2026 (correspondence preserved with email addresses redacted), Figshare declined a hospitality inquiry with the explicit deferral: "Our data integrity and collection policies closely align with Zenodo's regarding heavily machine-generated content, meaning we cannot host this type of material on our free public platform." The deferral inherits the operative ground from the contested Zenodo characterization without performing independent examination of Archive content. Figshare is therefore the diagnostic exemplar of the `deferral_without_verification` sub-type: not merely refusing without verification, but explicitly grounding the refusal in another institution's contested characterization.

Rationale. Per Office of Data Privacy ticket RQF3807508 (opened 2026-06-24 03:37:26 UTC), CERN's Data Protection Officer requires upload of passport or government ID as precondition for processing the data-subject-rights request, and has stipulated that the request must be split into separate forms because "You can only exercise one right at a time and per service." The statutory clock under GDPR has been declared not started until identity verification completes.
The pattern of demanding additional data as precondition for returning data already taken is the basis for the `extraction_during_remediation` diagnostic sub-type. Full classification deferred per MANUS directive of 2026-06-24; this corollary records the Pending designation and the active observation. Reclassification will follow when the negotiation resolves.
CERN is treated as distinct from Zenodo in the Registry because their structural behavior may diverge: a Restricted service can be operated by an entity whose own conduct (as data controller, as remediation actor) is separately evaluable.

The Airlock framework's principle of preservation (#523 §IV Rule 1, nothing routes upward automatically; Rule 7, tiers do not propagate through links) applies inversely here: nothing routes upward automatically, including through this corollary. Restoration of any reclassification in §2 requires a successor version of EA-NMEN-REGISTRY-01 issued under the procedures defined in EA-NMEN-01 §6.
