§2 METHODOLOGICAL FRAME

In a First Amendment audit, the auditor exercises a clearly-established constitutional right — recording public officials in public spaces, requesting public records, documenting public meetings — in sincere compliance with the relevant law. §2.3 — Label Resolution

EA-OPMETA-01 v0.1 §4 names the practice "the malicious-compliance move." The label has rhetorical residue that does not match the substance of the practice. The compliance itself is sincere — every cited clause, every embedded rebuttal, every timestamped policy retrieval is good-faith engagement with the platform's published governance. The malice attaches not to the depositor's compliance but to the visibility the compliance produces of the platform's non-compliance, when and if such non-compliance occurs.

The deposit and the institutional action are temporally separated. At deposit time, no malice exists. The compliance is plain. Only on the platform's subsequent action does the platform's compliance status become legible — and only if the action departs from the governance the deposit cited does the action surface as institutional non-compliance. §3.5 — Anticipated-Classification Rebuttal Layer

The deposit's `description` field contains, as its penultimate section, a structured pre-emption of each Zenodo content-removal ground:

1. If classified as Withdrawal/deaccession: the depositor has not requested withdrawal; the depositor explicitly affirms continued deposit status.

2. If classified as Take-down (copyright infringement): the deposit body contains only material to which the depositor holds rights, evidenced by [provenance documentation].

3. If classified as Take-down (plagiarism): the deposit body is original to Lee Sharks, with all citations of prior work attributed and referenced.

§4 PRE-EMPTION COVERAGE FOR EACH ENUMERATED GROUND

§3.5 lists the eleven anticipated classifications. The structural property of the compliance frame is that every classification has its rebuttal embedded in the deposit. A platform classification action is therefore not merely a removal decision but a documented engagement with the deposit's own rebuttal — which the platform must either reckon with explicitly (in which case the engagement is on the record) or override silently (in which case the silent override is itself documentable as a deviation from the platform's own published categories).

§5 CRYPTOGRAPHIC TIMESTAMPING AND VERIFICATION

The compliance citations of §3.2 are vulnerable to platform-side policy drift: if Zenodo revises a policy after the deposit, the embedded citation might no longer match the live policy. The spec handles this through:

- Cryptographic timestamps on each policy retrieval, recorded in the deposit's external-metadata sidecar at alexanarch.org

- Hash-signed full-text snapshots of each cited policy as retrieved at deposit time, stored in the sidecar

- Cross-substrate verifiability: the sidecar is mirrored at alexanarch.org and forkable to any rhizome substrate

The deposit's compliance claim is therefore made as-of-deposit-time, with the cited policy text preserved by the depositor independently of the platform's continued hosting of that text. Subsequent policy revision does not invalidate the deposit's compliance claim at deposit time; it merely raises the question of whether the platform's later action is judged against the deposit-time policy or the action-time policy. Either resolution is documentable.


§6 NON-SEVERABILITY: WHY THE COMPLIANCE FRAME CANNOT BE STRIPPED

The compliance frame of §§3.1–3.6 is embedded in the deposit's `description` field, which is itself the primary metadata field that the deposit cannot exist without. Removal of the compliance frame requires alteration of the `description` field, which is a substantive alteration of the deposit. The platform may, of course, alter the deposit; but the alteration is no longer silent — it is a documented edit to the deposit's substance. The platform may delete the deposit entirely; but the deletion is no longer ambiguous — every category under which the deletion might be classified has its rebuttal embedded in the deleted deposit itself.

The non-severability is not a technological lock. It is a structural property of the deposit's composition. The deposit is its compliance frame in the same sense that a contract is its terms.

A platform action against the Zenodo record does not reach any of the other surfaces. The compliance frame survives in every form the deposit takes.


§7 OPEN PROBLEMS AND FORK POINTS

§7.a — Length budgeting. Zenodo's `description` field has practical limits and rendering norms. The full compliance frame as specified above is approximately 2,500–3,500 words; longer deposits may approach legibility limits. v0.2 should consider whether the compliance frame is fully embedded in `description` or split between `description` (essential compliance assertions) and the deposit body (full policy citations and rebuttals).

§7.b — Policy versioning. Zenodo's General Policies and Terms of Use are versioned at major revisions but not necessarily archived in machine-retrievable form at each revision. The cryptographic timestamping of §5 mitigates this but does not solve the policy-drift problem fully. A policy-mirror substrate, possibly cross-substrate, is implied.

§7.c — Classifier opacity. The actual operating criteria of Zenodo's automated classifier are not published. The Research-Basis Layer of §3.4 is engineered against the inferred criteria of the "AI-generated without verifiable research basis" ground; the inference may be incomplete. v0.2 should incorporate empirical observations of classifier behavior from the post-termination deposit population.

§7.d — The case of CHA works whose Zenodo DOI is tombstoned but not deleted. Some CHA records exist as tombstones (the DOI resolves to a tombstone page) rather than as full deletions. The relationship between a new deposit under this spec and the existing tombstone needs spec-level handling: should the new deposit declare `isVersionOf` the tombstone DOI, `isContinuationOf`, or another DataCite relation? v0.2 should resolve this.

§7.e — Platform-side enforcement of the compliance frame. The framework's premise is that the platform's own published terms bind the platform's enforcement. The premise is procedurally sound but not legally enforceable in the ordinary sense (CERN's IGO status places it outside ordinary jurisdictional enforcement). The frame's force is therefore reputational and evidentiary rather than litigable. v0.2 should be explicit about the limits of the frame's enforceability.

§7.f — Label question (resolved). EA-OPMETA-01 v0.1's "malicious compliance" label is superseded in this specification by compliance-declarative operative metadata, per the resolution in §2.3. The methodological lineage is the First Amendment audit tradition (§2.1); the political-structural framing is the governance-competence diagnosis (§2.2); the species name is the technical taxonomy. Adoption of this formulation in EA-OPMETA-01 v0.2 §3.b is proposed. The substance is invariant under the relabeling; the rhetoric is updated to reflect the practice accurately.


§8 IMPLEMENTATION POSITION

Population of deposits under this specification awaits the data recovery to be obtained under RQF3807508. The specification is fixed at v0.1 now so that the population work can proceed against a stable target when the data is available.

Deposits made under this specification will use the existing alexanarch deposit-protocol pipeline for the alexanarch.org companion deposit, with an additional Zenodo-deposit-pipeline stage that maps the compliance frame onto the DataCite v4.5 schema fields and posts to Zenodo's REST API or web UI.

This specification is itself a candidate alexanarch deposit. Forks invited.
